Hello,

I am following the virtual-environment readme and I can't get through the GenerateResourceAndImage due to that error.

Any pointers would be appreciated!

@weishengwu please check firewall rules in Azure, it looks like packer can't connect to the generated VM after the restart due to some network issues.
