Describe the bug (actual behavior)

Kafka-UI is marked in read only mode; and notice the ACL screen which displays all ACL's has the button for Create ACL enabled. The user tries to click and on submit the screen errors as Cluster is read only.

Expected behavior

If the KafkaUI config is marked as ReadOnly; then the button should be disabled. Similar to when you select a topic and if readonly is the UI setup for; the button Produce Message is disabled.
