Not allowing me to create a new repository

Is the app down for maintenance?

I keep pressing the plus sign It doesn't look like all the other images of plus signs on peoples apps I saw while trying to troubleshoot. I tried to email customer service and it failed to send. AI is helpless.

I am so close to creating this app. Everything keeps being dumb.

Please assist.
