Scroll jumping around GitHub issues pages

This bug only recently popped up some months ago

clicking different buttons in a GitHub issue page causes the page to often scroll to the top

Chrome (Desktop):

1. go to a issue with many comments
   Editor: scroll jumps randomly (related to Chrome, Electron, xinput) microsoft/vscode#28795
2. scroll down to the Load more button
3. click the Load more button

Expected:
the rest of the comments load and I can start reading the first new comment

Actual:
page scrolls to the very top
(or to the 2nd comment)

Chrome (Mobile):

1. go to a issues pages
   https://github.com/microsoft/vscode/issues
2. tap and hold on the top issue link
3. tap open in new tab (in the background)
4. scroll down halfway (in the same issues page)
5. tap and hold on different issue link
6. tap open in new tab

Expected:
issue opens in new tab with no problems

Actual:
background scrolls to the top and then returns back to halfway
OR
the first link is opened the 2nd time
and page scrolls back to the top

I cannot confirm in Firefox

also editing a comment causes erratic scrolling
