Set default quality for user

Hi, I want to set a quality profile for some users so that they always request a certain language. At the time being, they have to select their quality themselves, but then sometimes they pick 4k or some other unwanted quality instead of the language profile I created for them. It would be easier to set this once for their account and then remove the permission for them to pick a quality.
If this is something feasible or interesting to more I could try and go ahead to create a PR. Or if there is something available already to achieve this, I would be glad to know!

I 2nd this and would add, default/limited quality/path per user option would be amazing!
