Admin Menu: Fix duplicate Jetpack submenus

Fixes DOTCOM-14506

Proposed changes:

Ensures that, when reordering the submenus, the site URL is ignored when checking if the submenu URL matches a given slug. This way, if a site has a URL that contains the slug of a Jetpack module, it won't be duplicated.

• Sandbox a site whose URL contains the slug of a Jetpack module (my-jetpack, stats, forms, newsletter, etc).
  • Example: formsresearch.wordpress.com
• Visit /wp-admin
• Check the Jetpack submenu
• Make sure items are not duplicated

• To test on WoA, go to the Plugins menu on a WoA dev site. Click on the "Upload" button and follow the upgrade flow to be able to upload, install, and activate the Jetpack Beta plugin. Once the plugin is active, go to Jetpack > Jetpack Beta, select your plugin (WordPress.com Site Helper), and enable the dotcom-14506-duplicated-jetpack-submenus-if-site-url-contains-the-name-of branch.
• To test on Simple, run the following command on your sandbox:

bin/jetpack-downloader test jetpack-mu-wpcom-plugin dotcom-14506-duplicated-jetpack-submenus-if-site-url-contains-the-name-of
