Pre production environment for both ops and app testing.

The preproduction environment should resemble the production environment. It's first phase should be run up just like the production. Iterations of software and testing can occur there. Suggesting the following:

• Run up new cluster
• Document how to get started
• Follow guide laid out in chime-live-cluster
• Add kubeconfig to bitwarden
• Finally run up app and other infrastructure in k8s
