[FR]: Add http_keep_alive_timeout_sec to internal application load balancers (HTTPS and HTTP)

The feature request

There is a default value for keep_alive timeout (610 seconds) when using the net-lb-app-int-cross-region module but no way to configure it.

The resources do have this possibility -

• google_compute_target_http_proxy
• google_compute_target_https_proxy

Proposed solution

Add http_keep_alive_timeout_sec variable in the terraform module so that is can be configured. 610 can is the default but there is no way to set a custom value like with the resources
