What does this PR do?

Only allows each HTTP queue client to make a real network call once every few seconds; this will reduce the insane number of requests which are flooding bifrost from jobs. this is preferable to a sleep since the flow logic can remain fully unchanged and the low frequency of state updates in the jobs app means that the queue won't fill up with unprocessed items.
