Various Safari bugs (across several iOS versions) are causing too many issues with popover.
The behavior was also different based on browsers internal support.
Switching to dialog should hopefully provide a uniform behavior across browsers/devices, which should also adapt nicely on small screens (avoid weird partial off-screen lists).
