[drv_flash_l4.c]修复stm32l4系列flash在下载完程序后首次擦除会失败的问题

问题:stm32l4系列MCU在下载完程序后，首次进行擦除会出现失败。
解决:drv_flash_l4.c文件，stm32_flash_erase函数中，清除的flash标志位增加FLASH_FLAG_PGSERR。
在stm32l431，stm32l475上测试通过。
