Unittests are requiring region to be set on the command line to pass

If aws default regions is not set in the CLI (in any of the locations boto looks for) the unit tests will fail.

We should make the unit tests stand alone and not require anything to be set locally.

This is similar to the work in #201 as we worked to drop the reliance on ~/.aws/config(credentials) files
