wasmCloud Incubation Due Diligence

This PR contains the due diligence for wasmCloud application to move to incubating status.

Project application issue: #1338

Overall the project fulfills all the necessary criteria to move to the next level. Thanks to the wasmCloud maintainers for amazing responsiveness throughout the process.

I'm happy to see more Wasm projects maturing in the CNCF ecosystem, thank you @angellk for doing the review and kudos to the wasmcloud team on growing their community. There's a lot of promise in Wasm both on the edge and the server!
