Do not merge, I thought there were some infra problems as two rawhide tasks just were listed scheduled since yesterday but the GCE VMs showed them us running but someone it is stucked in a retry loop connecting to the google metaddata server?

Seeing stuff like this in a loop

I killed the VMs and rerun the tasks one passed the other one could the same error again. So something in the rawhide images triggers a flake during early cloud setup, we cannot merge this as I don't see this on other PRs so it is almost certainly a problem with the new rawhide image.
