Submission model supports SCM repository URL for source code

Need a file attachment model with a many-to-one relationship to submission model (a submission may have more than one file).

Thinking about moving from storing files in CTB to storing a repo URL that represents the files for a submission. Thinking that GitHub/BitBucket and all the other hosted repositories solve these problems better than CTB.
