Preset values additional metadata - v2

Summary

Show additional data - last updated by & last updated at in the preset values table on the Saved/Preset values view.

Also, provide an action to provide users the ability to deploy charts directly using the preset/saved values.

Proposal

1. Update respective API to set/get the additional metadata.
2. Add 2 columns in the preset values table to display the additional metadata i.e. last updated by & last updated at.
3. Add/show an action on hover which will redirect the user to deploy chart view using the selected preset values.
