Custom email support in notifications via SMTP/SES and Slack

Summary

With the Help of this feature we will be able to send notification to any user(If they Devtron user or not) via SMTP/SES or slack

Motivation

Before this feature Devtron can send notifications to Devtron users only on CI/CD trigger/success and failure via SES and Slack but after this Devtron can send notification to any user.

How do you think this should be implemented?

Testing Guideline [Optional]

QA have to test following Scenarios

1. Verify Devtron and Custom Users are getting proper email on defined action(Trigger/Success/Failure) of any CI/CD pipeline via SES/SMTP and Slack
2. Verify We are able to Delete/Modify users in any notification pipeline
3. Verify we are able to edit notifications settings for a specific action like Trigger/Success/Failure of CI/CD
