Bug: user fetch list does not supports managers access provided by groups #2357

User must be authorised to fetch user list when they have super admin or manager access. Although, this works for direct permisssions but breaks for manager access that are provided through user groups.
👟 Reproduction steps
Give a user manager permission through permission group and ensure the user does not have direct manager permissions. The api for fetching user list will give forbidden error.
👍 Expected behavior
The user must be able to access the user list fetch api even with group-manager permissions.
👎 Actual Behavior
Not able to pass the api authorization.
