Bug: Sometime some helm apps are not visible to the user who have access of the same

📜 Description

When we give futuristic permission for helm apps, some apps are not visible.

👟 Reproduction steps

1. Give futuristic permission (All existing + future environments in <cluster_name>) in helm apps section for a particular project in user permission under authorisation.
2. check applications visible under helm apps by applying project filter.
3. some apps will not be visible for that apps.

👍 Expected behavior

All the helm apps for that project should be visible.

👎 Actual Behavior

Some helm apps are not visible.
