User Permissions shows different count for application for a specific case

👟 Reproduction steps

After going in the Global Configuration and selecting the User Permissions.
I created a new user "add user".
Giving the email id of the user who can check that later.
Selecting the "Specific Permission" option.

There are some issues which I have added in the discussion section below with screenshots.

Selecting Project: devtron-demo, Environment:devtron-demo, Application: check-anand-new, Role: Admin. } perm 1

Now, I add one more permission with same project & environment and application as All Application and role as Admin.}perm2

👍 Expected behavior

It should show all applications.

👎 Actual Behavior

It shows count as 2 Applications .
