Bug: Dependencies are missing for Custom Charts On Deployment

For a custom chart having dependencies in Charts.yaml file. The current logic removes the dependencies from Charts.yaml on deployment.

👟 Reproduction steps

1. upload a custom chart with dependencies in the Chart.yaml file in global config
2. create a devtron app with this custom chart as base template
3. trigger deployment.

👍 Expected behavior

for the deployed chart there should be predefined dependencies

👎 Actual Behavior

in the deployed chart the dependencies are removed somehow
