Backport of #7539 to release/9.1

Customer Impact

When customers have a mismatch of an older Aspire.Hosting.AppHost reference and a new Aspire.Hosting package, they get an error telling them to update their dotnet workload. This is confusing since we don't use dotnet workloads anymore.

Testing

Manually ensured the error messge is correct now.

Risk

Minimal - just updating an error message.

Regression?

No

Remove references to the workload and instead compute the current package version and tell the user to reference the version corresponding with Aspire.Hosting.
