Document never found in correct project if loaded as a misc file first

Doesn't repro 100% of the time (likely depends on project order).

The document is found in the host workspace, however the host workspace contains the miscellaneous files project. LSP then returns the file in the misc project, instead of the actual host project, and references do not work

Ah. It sounds like we are in a state where there is both an ordinary project containing the file as well as an FBP project in the host workspace. We used to distinguish this by putting FBP projects in the misc files workspace only and searching it last.

Now we might need to introduce some ability to prefer non-FBP projects over FBP ones. We also probably want to unload an FBP project if the document is also part of an ordinary project.

Essentially our logic that was previously oriented around host vs misc workspace, possibly needs to instead be oriented around project A versus project B that both contain the FBP document.
