`Test Omnisharp Test windows) test failures seem to not be associated with the debugger changes.

[O#][singleCsproj][STDIO] DiagnosticProvider: single csproj at root of workspace / Test execution failure: could be caused by test hooks like 'afterAll'. seems to be a known flaky test.

I've skipped the test in main and merged that in for you.
