[draft] Playwright instead of selenium

Mostly by copilot

• migrated to Playwright, Playwright normally assumes that Playwright installed the browser and the driver
• removed PageLoadStrategy, need to fix https://github.com/dotnet/runtime/blob/51a412389aecbde55d8183ef94d5e9d09ab4732a/eng/testing/WasmRunnerTemplate.cmd#L58
• simplifies browser shutdown strategy, we will see if Playwright does better job than selenium on our scale
• simplifies console output parsing. Again to be tested, we had lot of trouble with this.

This is untested at the moment. I guess we should only merge it after main switches to Net11
