Adding Karma config file as per #113. The commands at https://github.com/eQualityTime/TheOpenVoiceFactory/wiki/Dev-install-and-running-tests/2357032d7506a7273332a2c8407a83e69b65821d now allow javascript tests to run on new instances.
