I’d like to announce the following fix, last call for merging the PR:

• eip7251: Limit consolidating balance by validator.effective_balance consensus-specs#4040

I would like to bring up two consensus-specs PRs:

• Make initial Fulu spec consensus-specs#3994
  • I want to double check that we are okay with doing this.
• Use 16-bit random value in validator filter consensus-specs#4039
  • Asking for reviews & whether or not to include it in the upcoming spec release.

We have some feedback from RollCall that play into some of the discussions for Pectra, so it'd be great if I can give a brief summary of:

• L2 usage of blobGasUsedRatio within the eth_feeHistory RPC endpoint
• L2 desire for EIP-7762 - Increase MIN_BASE_FEE_PER_BLOB_GAS
