Summary

React DevTools 6.1.0 was publicly released - facebook/react#32090.

Test plan

Run fresh build of CDT against React Native app with RDT Backend 6.1.0.

• This change maintains backwards compatibility with previous Local Storage data (if modifying settings, experiments, or other persisted client state).

Upstreaming plan

• This commit should be sent as a patch to the upstream devtools-frontend repo. I've reviewed the contribution guide.
• This commit is React Native-specific and cannot be upstreamed.

Looking at 7727db8, Chrome Headless 131.0.0 is used, and tests are passing on CI.

For some reason, Chrome Headless 132.0.0 is now used on CI, and 5 tests are failing. We should figure out at some point how this is controlled.
