  1. Adds single file language Server support
  2. Adds multi-workspace language server support
  3. Adds watchfile synchronization for the language server with extension settings and .fortls
  4. Merges Language Server log channel and Modern Fortran extension's log channel

- Allows for Language Servers to be span up for standalone files
- Allows for multiple workspace folders, nested or with different roots
- Merges LS log channel with the Modern Fortran logger
- Adds synchronization of options from settings and the LS
- Adds synchronization of .fortls and the LS
