Remove dependency on deprecated WMIC

The current implementation uses wmic to obtain a list of processes to be debugged.

However, wmic has been discontinued and is disabled in new installations of Windows 11 24H2.
Therefore, a list of debug processes cannot be obtained in this environment.

I would like to be able to obtain a process list in a way that does not depend on wmic.

@h9jiang can you help triage this change? It sounds like we should prioritize this for an upcoming release. Tentatively putting in v0.46.0, though perhaps it should be in v0.47.0.

We are in final state of v0.48.0. However, once we fix it, we should consider cherry-pick it back to v0.48.1 as this is impacting all windows user working with delve.
