go pls VSCode reporting mechanism is broken

as shown in this issue #3786, go pls VSCode generates URL that is 45 pages long. no browser can accept that. LLMs fail to understand that.

need to improve mechanism of reporting large crash artefacts. can't just dump everything to URL query params! it has limits!

I think now that we have automated telemetry, the value of these automated reports is reduced. We should still offer to initiate a bug report, but we don't need to encode the full stack (we can ask users to grab a stack from the output window, if needed).
