As discussed in #768 we should support fewer versions of python. Seeing no engagement, I have decided to go with SPEC 0. For now this means supporting py 3.11 - 3.13.

Tasks:

  1. reduce supported versions in pyproject.toml and GHA.
  2. Document that we use SPEC 0
  3. add readme badge
