It appears that
flake85.0+ no longer honors configuration from multiple sources. As a result, the linting steps in recent pull requests were failing with errors that are configured to be ignored in.flake8but not referenced insetup.cfg. This PR combines all flake8 configuration options intosetup.cfg. After making that change, there were still a coupleimport-orderissues to address.
