Click on panel will not received by cinnamon when browser is full screen mode

Issue
When using firefox browser in full screen mode (F11) panel can be shown by clicking the windows key, but can not click on panel to switch application

Steps to reproduce

1. open firefox (or any other browser - the same for me using brave) and load a page (like github.com)
2. switch to full screen mode
3. press the windows key --> the panel and the launch menu will pop up as expected
4. click on any icons on the panel
5. the panel closes and nothing happens --> this is a bug

Expected behaviour
The action of the panel I clicked on should be executed.

I can reproduce this bug.

I use Linux Mint 19.2 cinnamon 4.2.4. I reproduced this bug on Firefox and chromium web browser.

I'm not able to reproduce this bug. Using Firefox, I went into full screen mode (F11), then pressed the Windows keys to bring up the panel and launch menu. From that point, no matter what I selected in the panel or the menu options, everything worked.

@icarter09 Thanks for the information.
Meanwhile something has changed. The launch menu looks OK using Firefox 70 or Brave 0.70.122. But the problem is still exist with the panel. In fullscreen mode after pressing the Windows key (bottom left side) it disappears on a mouse click. Nothing happens. The panel doesn't receive the click event.
