[BUG] No SDK toast link sends user to website instead of the in-product SDK acquisition experience

Describe the Issue

I was just watching a diary study and the user tried to create a new .NET project and got the error that the SDK was not installed, and they clicked to "Get the SDK" and instead of going to the new in-product experience it launched them to the website.

Can the link in the toast be updated to send them to the SDK acquisition experience in C#DK?

Steps To Reproduce

New install without .NET SDK, click New .NET Project.

Expected Behavior

Toast link to "Get SDK" takes the user to the in-product acquisition page.

@arkalyanms I think this is a good issue for hand-off of the UI piece that I could help whoever will take it over work on if needed. Was Aarnott the contact there?
