Open the issue reporter via `window.open` from workbench window

          Please create a new issue and reference it here in a TODO so that we do not forget to remove this line when the issue reporter uses `window.open` on desktop too.

closing this and deferring issue to #226481.

as we continue to monitor how the new issue reporter does, after a few iterations we can finally remove the old one.
