There should be option to display local functions in Outline:

If you are talking about a csharp extension, you should fill an issue in their repo.

Yes, so it is comming from either Miscrosoft "C#" or "C# Dev Kit" extensions.

It seems there is already an open issue in the C# extension repo dotnet/vscode-csharp#6767, and coincidentally, a PR (dotnet/roslyn#78605) has been created 2 days ago to address it.

I suggest you to upvote / subscribe the issue to be aware of news about it, and keep looking for updates in the C# extension as well.
