Control over snippets

There are many different expectation wrt snippets and we should introduce some user settings and command to tackle that

• add a config option to sort snippets in the suggest box like top, bottom, inline, none
• moved to separate issue - add a command to insert the best matching snippet suggestions
• add a command to only show snippet suggestions (filter on CompletionItemKind)

Suggest to also add a setting to not show snippets in intellisense, e.g., top, bottom, natural, none.
