`build watch` hangs under supervision (was autoclosed)

I'd opened an issue #9991 about a process management issue for Parcel. It got several "me too" comments, but didn't seem to be addressed by team members, and then got marked stale and then closed automatically.

As far as I'm aware, this is still an issue and blocks me from using Parcel, although I really like the approach presented.
