Deprecate use_pipe(). Fixes #2124

Completed:

• Added a short deprecation message when using use_pipe(),
• Added a longer bit of advice in the package documentation for common substitutions, including the 2023 blog post on the base pipe.
• Added r lifecycle::badge("deprecated") and @keywords internal
• Added withr::local_options(lifecycle_verbosity = "quiet") to three old tests
• Added new snapshot test
• Bug fixed from my earlier PR Deprecate use_pipe(). Fixes #2124 #2181 , which added changes to the usethis package rather than a temporary package. This blog post on create_local_package was helpful!
