Natural language summary of outputs

In addition to the output plots, it would help to have an automatically takeaway in words. For example:

Peak admissions projected in XX days.
ICU admissions projected to surpass XX in YY days.
...

I took a stab at this. Let me know if this is the right direction / feel free to throw it out and start fresh.

Features:

• If the max is the last day of the chart, there's a note added that the max might be beyond the chart
• It switches between day and date with the chart
• Testing is included!

Issues:

• The date formatting is hardcoded, not i18n
• If there's no max (ie 0 across the board), it picks the first instance
• There are some off-by-one issues in general that are also in this branch.
• Probably some other stuff

Todo / Questions:

• The issue description has "ICU admissions projected to surpass XX in YY days." -- Would there be an input here, such as "ICU beds" or something?
• It would be nice to add in highlighting on the tabular format

The date formatting is hardcoded, not i18n

Not sure if this captures what is needed: it might be possible to get localized dates by casting date time objects to strings using babel.dates.format_date.

I feel like the i18n / l10n might be captured in another issue, so maybe not a big deal for this branch. #159?
