src: use DictionaryTemplate for node_url_pattern #59802

Use the v8::DictionaryTemplate to improve the cases where we repeatedly create objects with a fixed shape but that use an object with a null prototype as the prototype... in other words, it's not the same as __proto__: null... We can cache the dictionary template to avoid recreating it. It's a better API and has better performance... the numbers for URLPattern for instance:
